Publish two packages x86_64: chan-pbx-sat (driver) + pbxsat-freepbx (GUI)

- chan-pbx-sat: driver .so + pbx_sat.conf.sample (current config) + HOWTO.
- pbxsat-freepbx: FreePBX web GUI (admin module + dashboard widget), deb arch=all
  / rpm noarch, deploys via fwconsole, depends on chan-pbx-sat.
Debian 12/13 (bookworm/trixie) + CentOS/RHEL 7(ast16,ast18)/8/9. README updated.

The driver does not load until you enable it:
1. `cp /etc/asterisk/pbx_sat.conf.sample /etc/asterisk/pbx_sat.conf` and edit it
(or use the FreePBX GUI if you installed `pbxsat-freepbx`).
2. Uncomment `load = chan_pbx_sat.so` in `/etc/asterisk/modules.conf`.
3. Point a dialplan route at `PBXSAT/<trunk>/<tg>`.
4. `asterisk -rx "core restart now"` then `asterisk -rx "pbxsat show"`.
